To fully capitalize on the economic and trade development opportunities within the SCO region, implement the work plan to “help more enterprises sell their products and support more enterprises in expanding overseas,” seize opportunities in the Central Asian infrastructure market, and expand Liaocheng’s scope for opening up and cooperation, from July 29 to 31, a Liaocheng economic and trade delegation visited Kyrgyzstan, where it held two specialized trade and investment forums in Bishkek and Karabalta, respectively. These events served to build targeted bridges for government-to-government and business-to-business cooperation between China and Kyrgyzstan, thereby helping local enterprises expand into the Central Asian market.

On July 29, the China (Liaocheng)–Kyrgyzstan Trade and Investment Forum was successfully held in Bishkek. The event was chaired by Wang Lingfeng, Deputy Director of the Liaocheng Municipal Bureau of Commerce, Sanjar Deikanov, Vice Chairman of the Chamber of Commerce and Industry of the Kyrgyz Republic, and Sheng Yudong, President of the Shandong Chamber of Commerce in Kyrgyzstan. A total of 11 leading enterprises from Liaocheng and 80 key enterprises from Kyrgyzstan attended the event, with more than 110 Chinese and international guests gathering to explore business opportunities and discuss cooperation. In his opening remarks, Sanjar Deikanov extended a warm welcome to the Liaocheng economic and trade delegation. He noted that China and Kyrgyzstan enjoy good-neighborly relations and close economic and trade ties, and have long maintained a solid partnership. The Kyrgyz Chamber of Commerce and Industry will fully leverage its role as a bridge and link, continuously optimize business matching services, and facilitate two-way cooperation channels. It will provide comprehensive support for Liaocheng enterprises engaged in trade, investment, and project implementation in Kyrgyzstan, thereby promoting the normalization, long-term sustainability, and high-quality development of bilateral economic and trade cooperation. Wang Lingfeng delivered a thematic presentation on the city and its industries, providing a comprehensive overview of Liaocheng’s geographical advantages, well-developed industrial system, open and supportive policies, and its overall strategic layout for cooperation with Central Asia. He pointed out that Liaocheng has a solid foundation in the real economy, and that its distinctive industrial clusters—such as green building materials, steel structures, commercial buses, and new energy equipment—possess outstanding advantages and ample production capacity, which can precisely meet the development needs of Kyrgyzstan in areas such as urban construction, transportation upgrades, and livelihood projects. He expressed hope that this symposium would serve as an opportunity to explore new opportunities for two-way investment and trade and to deepen regular economic and trade exchanges between the two regions. During the matchmaking and negotiation session, key enterprises from Liaocheng engaged in face-to-face consultations and point-to-point, targeted matchmaking with Kyrgyz companies in sectors such as construction engineering, commerce and distribution, equipment procurement, and new energy development. The atmosphere was lively, and ultimately, more than 40 letters of intent for cooperation were reached in areas including overseas engineering contracting, foreign investment, and goods trade.

On July 31, the Liaocheng, China–Karabalta, Kyrgyzstan Investment and Cooperation Symposium was successfully held at the Karabalta City Hall, focusing on deepening specialized cooperation in the fields of green building materials and infrastructure. Karabalta Mayor Almazbek Isakov and Deputy Mayor Emir Orozbakov attended the event, along with representatives from the Liaocheng economic and trade delegation and six key local enterprises in the infrastructure and building materials sectors, who participated in business matchmaking sessions. Almazbek Isakov provided a detailed overview of Karabalta’s development, key construction projects, and investment incentives. He noted that the city is fully committed to advancing infrastructure projects such as urban renewal, road construction, and industrial parks. With strong demand in the building materials market, the city is eager to leverage Liaocheng’s comprehensive building materials industrial chain and mature engineering support capabilities to establish a long-term, stable mechanism for communication and cooperation, thereby achieving mutual benefit and win-win outcomes through government-business collaboration. Wang Lingfeng delivered a presentation focusing on Liaocheng’s strengths in the green building materials industry, its production capacity and supporting capabilities, as well as practical experience in overseas projects. He noted that China and Kyrgyzstan have a solid foundation for economic and trade cooperation, and that the urbanization efforts in Karabalta hold immense potential for collaboration. He expressed hope that both sides would use this negotiation as an opportunity to deepen practical cooperation in multiple areas, including the import and export of building materials, joint infrastructure projects, and two-way investment in factory construction. During the event, enterprises from both regions engaged in in-depth discussions on specific business areas such as product exports, local factory construction, and engineering support. They also conducted on-site visits to local construction projects under way, thoroughly investigating building materials procurement standards, market conditions, construction support services, and the business environment to gain a precise understanding of frontline market demands and lay a solid foundation for the implementation of future projects. The talks resulted in multiple consensus points on cooperation in areas such as building materials exports, joint infrastructure development, and two-way investment. It was agreed to establish a long-term platform for economic and trade exchanges to steadily advance the implementation and success of these cooperative initiatives.

This series of economic and trade negotiation events represents an important initiative by Liaocheng to proactively expand into the Central Asian market and support local enterprises in “going global.” Moving forward, the Liaocheng Municipal Bureau of Commerce will continue to follow up on the outcomes of the two events, closely monitor the implementation and conversion of various cooperation proposals, orders, and projects; institutionalize exchanges and interactions between governments and businesses in Liaocheng and Kyrgyzstan; continue to focus on key sectors such as green building materials, equipment manufacturing, cross-border trade, and infrastructure construction; further deepen two-way investment and trade cooperation between Liaocheng and Kyrgyzstan; and continuously expand the city’s new framework for opening up to the outside world.
